Sri Lanka inbound · project deck · 2026
An island. Two monsoons. One operator.
Eleven chapters of verified research, distilled into the decisions that actually launch a tour business — the market, the guest, the calendar, the money and the licence. Read it as a story. Work from it as a reference.

01 The market
A record year, a soft year,
and a yield problem.
2.36 million visitors in 2025 — the highest the island has ever recorded, past the 2018 benchmark at last. Nine months into 2026 the line has dipped. The number that matters is not arrivals; it is spend per head.

The shape of the recovery
Post-crisis 1.49M, then 2.05M, then a record 2.36M. But 2026 opened at 3.0M target and has already been rewritten twice — 2.5M after February's airspace closures, then back up to 2.7M / $4.2bn with a Rs 1.5bn interim campaign behind it.
Earnings tell a cooler story: $3.17bn in 2024, roughly $3.2bn in 2025 — growth of 1.6% on 15% more visitors, because SLTDA marked daily spend down from $181.15 to $148.26. More people, less money each.
Revenue per head is the strategic battleground, not headcount.
Where the year broke
January and February 2026 were the two highest months ever recorded — 277,327 and 279,328 — then March fell 19.8% and April 22.3% as Middle East airspace closed and roughly 2,000 flights were cancelled. By June the sector had stabilised.
- Q1 is the year. December–February carries the records and the pricing power.
- May–June is structurally soft. 132k–146k a month even in a record year.
- September is the surprise. +30.2% in 2025 on the least packaged month of the calendar.

Pleasure dominates, but VFR is 14% of arrivals — a diaspora market that books differently and stays with family.
Demand signals worth pricing against
Aviation & access
- Jetstar Melbourne–Colombo, first Australian LCC on the route: 3× weekly, 100k+ seats a year, live since 25 Aug 2026.
- SriLankan upgauges Melbourne to 10× weekly from 15 Nov 2026; Aeroflot resumed Moscow on 3 Oct 2026.
- CIS, Polish and Swiss charter programmes bring ≈50,000 tourists a month from July 2026.
- BIA Terminal II is delayed — capacity is a medium-term constraint, not a 2026 one.
02 The guest
Who actually
gets off the plane.
One in four guests is Indian. The largest age band is 30–39. The gender split is almost exactly even. Two thirds travel independently — and the third who buy a package spend 45% more every day.

The repeat-visit engine
Only 17.3% of foreign tourists have visited before — but 80.9% say they would return (43.6% "definitely"). Leisure repeat rate is just 12.5%, which is a product-gap, not a demand-gap.
A post-trip returner programme — new province itineraries, east coast in May, September's hidden season — is a differentiator almost no Sri Lankan operator runs.
What this means for Z Travels
- The core buyer is 30–49, family or couple, and plans digitally before arrival — so bookable custom itineraries beat walk-in channels.
- Semi-packages (private car, driver-guide, hand-picked hotels) lift yield without pretending to be a group tour.
- Europe wants 10–16 nights; India wants 4–5. Two product lines, one brand.
- Silver travellers are under-monetised: 17.5% of arrivals are 60+, and health/Ayurveda guests stay 14.7 nights.
03 The seasons
Two monsoons,
one calendar.
The question is never "is it the season?" It is "which coast, this month?" Twelve months by six regions — the operating map for the entire business.

The hidden season
+30.2%
September grew faster than any month in 2025 — on the least packaged month of the year. Combine a −20–40% cost side with a retail price only 15% below peak and the arbitrage is real, not clever pricing theatre.
Yala Blocks 1–2 close roughly mid-September to mid-October (2026: 14 Sep – 16 Oct). Substitute Wilpattu, Udawalawe or Block 5/6 at parity.
Festival windows that move demand
The rate ladder
- Peak Dec–Mar: +25% to +60%; luxury adds another 30–40% over Christmas and New Year.
- Shoulder Nov, Apr: −10% to −20%.
- Trough May–Jun, Sep–Oct: −20% to −40%; Galle villas run to −55% in the SW monsoon.
- Secondary peak mid-Jul–mid-Aug: Perahera and European summer lift prices while the south is wet.

04 The places
Five magnets,
and the quiet places.
Roughly eighty percent of foreign demand lands on five experiences. The other twenty is where a specialist can charge more, because nobody else is selling it.
Eight regions · eighteen bookable experience families
Sell the queue, or sell the silence
The ranked list is what guests ask for. The underrated list is what they remember. Sigiriya, the train, Nine Arch, Mirissa and Yala are the entry ticket; Wilpattu, Ritigala, Knuckles, Mannar and Delft are why they book you again.
Every competitor sells Sigiriya. Almost none sells silence.
The Kandy–Ella reserved seats release exactly 30 days ahead at 07:00 Sri Lanka time and are gone in under ten minutes. Holding that ticket for a guest is a product, not a favour.
Access reality
- Train: reserved Class 1/2 seats open T-30 at 07:00 and sell out in minutes. Official portal, or 12go.asia as a foreigner-friendly agent.
- Driver: ~$50/day is the cost base; quote $50–80 depending on vehicle class and season.
- Temple: shoes and hats off, shoulders and knees covered, never pose with your back to a Buddha.
- Season routing: south Dec–Apr, east May–Sep, both coasts in April and September only.
Two flagship itineraries
Dec–Apr · 10 nights. Colombo → Cultural Triangle (balloon in season) → Kandy → Ella by train → Yala or Udawalawe → Galle → Mirissa whales → Bentota → Negombo.
May–Sep · 9 nights. Colombo → Wilpattu → Trinco / Nilaveli (Pigeon Island, whales) → Pasikuda → Arugam Bay → Ella → Kandy → Negombo.
05 The money
Where a thousand
dollars actually goes.
Packaging lifts daily spend by 45%. Distribution decides how much of it you keep. On a $1,000 booking, the channel is worth more than the itinerary.
Classic circuit $450–$2,500 pp · commission bands verified from operator fee pages
The channel tax
A $1,000 per-person package sold through Viator returns about $750 after commission, then a little less after payment processing. The same guest on your own site keeps $975. The gap is $243.75 — not a rounding error, a marketing budget.
Google Things to Do is the only shelf that takes nothing, and it only opens once the Google Business Profile is verified. That is a free distribution channel most Sri Lankan operators never claim.
Where each channel belongs
- TourRadar is the only OTA purpose-built for multi-day product — 18–22% effective.
- Viator and GetYourGuide favour day trips: safaris, transfers, shore excursions. Do not bury a 10-day package there.
- Klook carries Asia-origin demand at 15–25%.
- Direct and GTTD carry the margin — which is why the website and the Google profile are revenue infrastructure.

06 The roadmap
Four movements from
name to first booking.
One hour, one office visit, six weeks of building, then the shelves. Nothing here is theoretical — every step is priced.
Mark steps as you finish them. Progress stays in this browser.
07 Registered = visible
Registration is
a distribution key.
Not compliance theatre. A registered business is an entity that Google can verify, OTAs can onboard, and AI answers can cite. Everything below unlocks; nothing here is about fear.
Read through a growth lens · verified against Briefs 7 and 8
Why this is an SEO chapter
Search engines and answer engines both resolve businesses as entities: a name, an address, a phone, a category, a licence. Registration is what makes all of those true at the same time, on the domain and on every directory.
- NAP consistency. Identical name, address and phone across Google, TripAdvisor, socials and OTA listings. Mismatches split authority across phantom entities and dilute local ranking.
- Entity data as E-E-A-T. A named operator, a real address and a licence number are the trust inputs Google's quality systems and AI answer engines look for.
- Structured data. TravelAgency and TouristTrip schema are low-adoption in this category — publishable credibly by a registered entity, and quotable by answer engines.
- Distribution before authority. A new domain will not outrank MakeMyTrip in year one. A verified profile, a 0% shelf and four OTA accounts put you in front of demand while domain authority matures.
08 The presence
Three layers,
three jobs.
Dreams get attention. Trust gets the enquiry. Booking gets the money. Most operators try to do all three in one Instagram bio.
Five social platforms · GBP · TripAdvisor · four OTAs · direct
Discipline
09 The product
The website
is the product.
A PWA in the launch window, a Flutter app when repeat guests justify it. Six features that make a small operator feel more competent than a large one.
Web first · app v1.1 · booking engine v2
10 The legal stack
Nine steps,
one queue.
Everything is online except a single visit to the Divisional Secretariat. The bank guarantee is capital, not cost — the money genuinely spent before launch is Rs 20,000–40,000.
SLTDA 2026 requirements · Western Province fee schedule
SLTDA's portal screen is authoritative: two of its own documents publish different fee vintages (Rs 1,297.44 / Rs 17,692.28 versus Rs 1,331.37 / Rs 18,153.85). The tax-inclusive arithmetic is VAT 18% plus SSCL, a 1.210256 multiplier — 10,000 × 1.210256 = 12,102.56 and 5,000 × 1.210256 = 6,051.28.
- The business registration name, SLTDA operational address, letterhead and inspection address must be identical.
- A licensed tourist guide or driver cannot also operate a commission-based travel agency — separate the roles structurally.
- Hosting the field inspection requires a name board, office photographs and the licence file on site.
- Formal registration needs 3–6 months of demonstrated sales. You can keep trading under the provisional certificate while you qualify.
